Career Summary As Chief Operating Officer and Senior Vice President of Operations for Meritus Medical Center, Deb Addo Samuels is responsible for planning, developing, implementing and evaluating the clinical and administrative operations of patient care services. Ms. Addo Samuels has more than 20 years of experience in healthcare administration, most of which have been in leadership positions. Since joining Meritus Health, she has held the positions of director, executive, vice president and chief operating officer. In addition, she has served as a consultant and lecturer to major healthcare organizations. She serves on the Board of Trustees of the Community Foundation of Washington County MD, the Foundation Board of Directors for the Hagerstown Community College Foundation, and on Community Hospital Connection of the Maryland Hospital Association.
Current Areas of Responsibility Under the direction of the President is directly responsible for planning, developing, implementing and evaluating the clinical and administrative operations of patient care services which includes: Nursing, Behavioral Health Services, Care Management, Clinical Trials, Diagnostic Imaging, Health Management, Hyperbaric Medicine & Wound Center, Informatics, Nutrition Services, Pharmacy, Project Management, Spiritual Care and Religious Services, Respiratory Care, and Total Rehab Care.
Directs and manages all physician practice groups and contract services for hospital based programs. These include: Anesthesiology, Bariatrics, Cardiology, Emergency Medicine, GYN/Oncology, Hospitalist, Hyperbaric Medicine, Neurology, Palliative Care, Perioperative Services, Physiatry, Psychiatry, Pulmonology, Radiology, Total Joint Center, and Trauma.
Participates in a wide variety of roles and activities including development of new clinical services, provider delivery services, joint ventures, and involvement in regulatory and legislative activities. Reviews and regularly consults on major projects being developed. Working with directors, managers, senior management, Board of Trustees, and Medical Staff, prepares annual budgets. Assesses development of new product lines and services.
